1.1 Background

1.1.1 Introduction

Prothik Agrajatra Foundation (PAF) is a non-profit, non-governmental organization established with the vision of improving the socio-economic conditions of disadvantaged, marginalized, and low-income communities throughout Bangladesh. The Foundation believes that sustainable economic development can only be achieved when people have equitable access to financial services, livelihood opportunities, skills development, and

social protection. Recognizing that millions of households remain excluded from formal banking services, the Foundation is committed to providing inclusive, affordable, transparent, and responsible microfinance services that enable clients to establish or expand income- generating activities, strengthen household resilience, and improve their quality of life. The Foundation shall operate its Microfinance Programme in accordance with the applicable laws of Bangladesh, the requirements of the Microcredit Regulatory Authority (MRA), and internationally recognized principles of responsible finance, good governance,

and client protection.

1.1.2 Rationale for the Microfinance Programme

Despite significant economic progress, many families in Bangladesh continue to face barriers in accessing financial services due to poverty, lack of collateral, limited financial literacy, and geographic isolation. Traditional financial institutions often do not meet the

needs of these communities. The Prothik Agrajatra Foundation Microfinance Programme has been designed to address

these challenges by:

  • Providing access to affordable microcredit for productive purposes.
  • Encouraging a culture of savings among low-income households.
  • Supporting small entrepreneurs and microenterprises.
  • Promoting women’s economic empowerment and financial inclusion.
  • Creating sustainable livelihood opportunities.

1.1.3 Institutional Commitment

This Microfinance Operations Manual establishes standardized policies, procedures, and operational guidelines for implementing and managing all microfinance activities of

Prothik Agrajatra Foundation. The Manual provides a uniform framework to ensure consistency, accountability, efficiency, transparency, and regulatory compliance across all offices and operational

units.

The specific purposes of this Manual are to:

  • Establish standardized operational procedures.
  • Ensure compliance with MRA regulations and applicable laws.
  • Define roles, responsibilities, and authority levels.
  • Promote sound governance and internal controls.
  • Ensure responsible lending and client protection.
  • Standardize loan appraisal, approval, disbursement, monitoring, and recovery

processes.

1.3.3 Geographical Scope

The provisions of this Manual apply to all operational areas of Prothik Agrajatra Foundation within Bangladesh. Any expansion outside Bangladesh shall require approval from the Board of Trustees and compliance with the laws of the respective jurisdiction.

1.3.4 Applicability

This Manual is mandatory for all officers, employees, consultants, and authorized representatives engaged in the Foundation’s microfinance operations. Failure to comply with the provisions of this Manual may result in disciplinary action in accordance with the Foundation’s Human Resource Policy and applicable laws.

1.4 Objectives of the Microfinance Programme

The overall objective of the Microfinance Programme is to improve the socio-economic well-being of low-income households through sustainable, responsible, and inclusive

financial services.

The Foundation shall pursue the following strategic objectives:

Financial Inclusion Provide accessible and affordable financial services to individuals and communities excluded from formal banking systems.

Poverty Reduction Support poor and vulnerable households in increasing income, building assets, and

improving living standards.

Enterprise Development Promote entrepreneurship by financing productive economic activities and supporting

micro and small enterprises.

Women’s Empowerment Increase women’s participation in economic activities and strengthen their financial independence and decision-making capacity.

Savings Promotion Encourage regular savings to improve financial discipline and resilience among clients.
